Birdsboro’s Boone Area Public Library desperately needs a new roof, but where
will the money come from? Local Birdsboro resident, Jim Arms, who is a strong
supporter of the Library, looks to have found the answer and the money for this project,
estimated to be about $23,500.
The answer is a joint cooperative effort between the Birdsboro Borough Council
and local area business J. P. Mascaro & Sons, the owner of the Pioneer Crossing
Landfill. As for the money, Mascaro is contributing $15,000 to the project.
In today’s tough and tight economic climate, it is always nice to see a joint
cooperative effort between a public sector municipality and a private sector local
business to complete a much-needed project that benefits the community as a whole
and its residents. Through the efforts of Jim Arms and the community commitment of J. 2
P. Mascaro & Sons, that is exactly what is happening in Birdsboro as it relates to the
Library roof project.
Pat Mascaro, whose company has an established history of significantly
supporting the Library, was approached by Arms, who explained the needed Library
project and the lack of sufficient public funds to complete that project. Mascaro stepped
forward and agreed to pick up $15,000, or 70%, of the project cost, with the balance
likely coming from the per-ton “Proximity Impact Fee” that Mascaro pays the Borough
every month for each ton of waste disposed of at its Pioneer Crossing Landfill.
Company President, Pat Mascaro, said, “Our company is extremely pleased to
support this worthwhile community project and to jointly work with the Borough to
provide an essential upgrade to the Library facility.”
Mascaro added, “As a local family-owned company, we are committed to our
business, to our employees, and to the local community. There are times when a
municipality, like Birdsboro, needs help from the private sector on a public community
project, and this is one of those times. Our company is happy to participate.”

residents,” said Mascaro.
An added plus to the joint cooperative effort between Mascaro and the Borough
is that the best quote for the Library roof project came from a local area company,
Hopewell Contracting, whose owner resides in the Birdsboro area.
